The need for developers to conduct statutory pre-application consultation (PAC) on all major planning applications in Wales was introduced by the Planning (Wales) Act 2015.
Applicants of ‘major development’ , as defined by Article 2 of the Town and Country Planning (Development Management Procedure) (Wales) Order 2012, must demonstrate how they have satisfied the aforementioned legislation and procedural requirements.
The purpose of PAC is to provide an early opportunity for communities and stakeholders to comment on development proposals and for development proposals to be refined taking into account people’s views.
This is then compiled in a mandatory Pre-Application Consultation Report, detailing how the consultation was carried out and how people’s views were considered, which is submitted to the local planning authority on submission of an application.
